A few days ago, the "Work Plan for Promoting the Withdrawal of Outdated Production Capacity by Comprehensive Standards of Shanxi Province in 2020" was issued, which clarified the work tasks of the ecological environment department and required that by November 20, environmental standards should be used to promote the withdrawal of outdated production capacity.

The requirements of the plan are to focus on industries such as iron and steel, coal, electricity, cement, electrolytic aluminum, flat glass, papermaking, printing and dyeing, and to establish a work pattern of multi-standard, multi-sector and multi-channel collaborative promotion through the implementation of department linkage and local responsibilities. Clarify standards and enforce laws strictly, prompting a batch of energy consumption, environmental protection, safety, technology not meeting standards, and producing unqualified products or obsolete production capacity (i.e., outdated production capacity) to shut down and withdraw according to law and regulations, and promote the improvement of ecological environment quality and gradual optimization of the industrial structure. Moreover, the work tasks of the ecological environment department were specified.

According to the relevant task arrangement, the Tianjin Municipal Market Supervision and Administration Commission has formulated the "Work Plan for Promoting the Withdrawal of Outdated Production Capacity in Accordance with Laws and Regulations in 2020", which will focus on industries such as steel, cement, electrolytic aluminum, flat glass, and paper making, promote orderly in strict accordance with comprehensive standards and laws, by improving the normalization of law enforcement and the implementation of compulsory standards, to promote the outdated production capacity that does not comply with the quality assurance of product quality and safety, and shut down according to laws and regulations, the contradiction of overcapacity has been alleviated, and the industrial structure continues to be optimized and upgraded. It is estimated that the summary and acceptance will be completed by November 15. 

Investigate the outdated production capacity withdrawn from quality and strengthen law enforcement inspection. Mainly include: strengthen the supervision and inspection of the production status and production conditions of enterprises with production licenses; severely crack down on the illegal production of iron and steel and cement products; for those with the product quality failing to meet the mandatory standards, they will be investigated and dealt with according to laws; the production licenses of the enterprises that have been shut down according to law for environmental protection and energy consumption failure shall be canceled in accordance with the regulations; the list of punishment companies will be publicized in the Tianjin Market Entity Credit Information Publicity Platform.

It is the deployment stage before the end of May. The market supervision bureaus in all districts focus on the industries of iron and steel, cement, electrolytic aluminum, flat glass, paper making, etc., and investigate the relevant production enterprises, and according to the work tasks and division of labor, specify the annual work task goals, formulate work plans, and refine the inspection plan, time nodes and work measures. 

It is the implementation stage before the end of October. Strengthen the supervision and inspection of product quality; strengthen the inspection of law enforcement, and the market supervision bureaus and law enforcement teams of all districts should crack down on the illegal production of unauthorized steel and cement products; strictly prevent the resurgence of "ground strip steel". 

It is the summary and acceptance stage before the end of November. Relevant departments and market supervision bureaus in various regions shall form the work report for the closed key enterprises, equipment, production capacity and law enforcement supervision in key industries such as iron and steel, cement, electrolytic aluminum, flat glass, paper etc., and submit it to the Product Quality and Safety Supervision Office before November 15.The Product Quality and Safety Supervision Office shall summarize the work and reported it to the city to eliminate outdated production capacity and ban the "ground strip steel" work leading group office, and take the lead in the assessment and acceptance work. 

Ningxia: Complete the work of closing down and exiting the outdated production capacity according to laws and regulations before the end of November 

A few days ago, the Ningxia Hui Autonomous Region released the "Work Plan for the Autonomous Region to Use Comprehensive Standards to Promote the Withdrawal of Outdated Production Capacity in Accordance with Law and Regulations in 2020".

The Plan focuses on industries such as iron and steel, coal, cement, fine chemicals, ferroalloys, calcium carbide, silicon carbide, coke, papermaking, leather making, chemical fertilizers, and building materials. The elimination capacity specified in the provisions and the exit tasks of the enterprises listed in the list of elimination of outdated production capacity in 2019, through strict normal law enforcement and mandatory standards, promoted a group of energy consumption, environmental protection, safety, and technology that failed to meet the standard production capacity, enterprises, and unqualified products were shut down according to law and regulations, the contradiction of overcapacity was eased, and the industrial structure continued to be optimized and upgraded. 

The investigation stage (April-May, 2020).According to the division of responsibilities, the People's Governments and relevant units of the Ningxia Hui Autonomous Region should thoroughly investigate the industries which fail to reach the standards of energy consumption, environmental protection, safety and product quality such as iron and steel, coal, cement, fine chemicals, ferroalloys, calcium carbide, silicon carbide, coke, papermaking, leather, chemical fertilizers, and building materials, and the outdated production equipment and production capacity that are listed in the "Guidance Catalogue for Industrial Structure Adjustment (2019 Version)", study and put forward the target plan for eliminating outdated production capacity in the region and the system in 2020, and clarify the work tasks and time nodes, work measures and responsible departments, etc. Moreover, the target plan shall be reported to the Ningxia Strong Manufacturing Region Construction Leading Group Office. 

Organization and implementation stage (June-November, 2020).The People's Government and the relevant units of the autonomous region of the Ningxia Hui Autonomous Region shall divide their duties according to responsibilities, and implement regulatory measures such as rectification, water and power cuts, shutdowns, and dismantling (sealing) of the main equipment in accordance with the law in accordance with the list of outdated production enterprises that have been thoroughly investigated. Before the end of November, the People's Government and relevant units of the of Ningxia Autonomous Region shall complete the work of closing down and exiting outdated production capacity of the region and the department in accordance with the law. In addition, the annual work summary in the promotion of the withdrawal of outdated production capacity in accordance with laws and regulations in 2020 of the region and the department shall be submitted to the Ningxia Strong Manufacturing Region Construction Leading Group Office in writing, which shall be included in the elimination of outdated production capacity that year. 

Supervision and inspection stage (December 2020).Before December, the Ningxia Strong Manufacturing District Construction Leading Group Office shall organize the development and reform, ecological environment, emergency management, market supervision, power and other relevant departments to supervise and inspect enterprises listed in 2020 to eliminate the outdated production capacity in accordance with laws and regulations.

Shandong: before the end of December, complete the summary of the withdrawal of outdated production capacity

A few days ago, the Shandong Provincial Department of Industry and Information Technology issued a notice regarding the issuance of the "Work Plan of Shandong Province for 2020 Comprehensive Utilization of Standards to Promote the Withdrawal of Outdated Production Capacity".

The "Plan" proposes that the work objective is to focus on industries such as steel, coal, cement, electrolytic aluminum, and flat glass. Through the improvement of the comprehensive standard system of energy consumption, environmental protection, quality, technology, and safety, comprehensive standard evaluation will be implemented, and strict normalization will be enforced. To promote a group of energy consumption, environmental protection, safety, technology that does not meet the standards, and production of unqualified products or eliminated production capacity (the above is outdated production capacity), shut down according to laws and regulations, the contradiction of overcapacity has been alleviated, and environmental quality has been improved, the technical level has been enhanced and the industrial structure has been continuously optimized and upgraded. 

From April to November, it is the release and implementation stage. According to the duties and division of work, the relevant departments of Shandong Province have implemented comprehensive standard evaluations for five key industries including steel, coal, cement, electrolytic aluminum, and flat glass, and strictly enforced normal law enforcement to promote the withdrawal of outdated production capacity in accordance with laws and regulations.

In December 2020, it is the stage of summarizing. Relevant departments of Shandong Province will report the information on the closing down and withdrawal of enterprises, equipment and production capacity in the  key industries such as iron and steel, coal, cement, electrolytic aluminum and flat glass in 2020 according to the laws, and will inform the Department of Industry and Information Technology of Shandong Province, which will be included in the withdrawal of outdated production capacity that year. 

January 2020 is the reporting and publicizing stage. Department of Industry and Information Technology of Shandong Province shall summarize the withdrawal of outdated production capacity in 2020 and, together with the Shandong Provincial Development and Reform Commission and the Energy Bureau y of Shandong Province, report to the relevant national ministries and commissions with the approval of the provincial government, and announced on the portal website to accept social supervision.
